A former colleague of mine came to IBM from Carnegie Mellon, where he had
been instrumental in developing IBIS. He led the creation of an issue-base
system for internal use (using Lotus Notes - what else!). I will seee if I
can ping him on this subject.

Does anyone have any experience using sofwtare tools supporting the IBIS
approach? It is designed PRECISELY for the conveneint recording of issues
and positions. It has been around for a long time, it would be good if
there were public domain tools that were linked with threaded discussions,
but that might be too much to ask for...
