You are right, I should have expressed myself more carefully. I
should have said that the OIL effort was *supported by* the EEC
research directorate. This information comes from:

It is however surely significant that OIL is the only major
web-oriented ontology language developed with significant European
involvement.

PS. I agree with your reservations about the widespread enthusiasm
for RDF, by the way. However, the fact of its adoption as a basic
tool by W3C cannot be denied.
