If Topic Maps was proposed as an "informative form" for the IEEE SUO,
possibly in addition to controlled english,
then I agree.  But in that case, I think one informative form is plenty.

If however, Topic Maps was proposed as a means of
documenting, explicating, and providing (tutorial) access to the
"normative form" of the IEEE SUO
written in, say, KIF, and recorded, say, in ASCII
then I disagree.
