There is a good collection of papers about topic maps at

The original ISO standard is at
http://www.y12.doe.gov/sgml/sc34/document/0129.pdf , but it's more thorny
reading than the very latest XTM text (February 10), which is at
http://www.topicmaps.org/xtm/1.0/index.html.
