Jim,
Thank you for taking the time to speak with me the other day. I look
forward to working with you regarding the development of ontologies and
requirements.
Below is a short description of what we are trying to do in IEEE P1900.5
Working Group. I hope some of your colleagues take interest and become
active participants in IEEE's effort developing a standard for DSA
policy language.
Dynamic Spectrum Access (DSA) is emerging as one of the key technologies
to enable the DOD to meet its increasing requirements for access to the
electromagnetic spectrum. Legacy radio systems which are not
DSA-enabled are assigned a static set of frequencies they can utilize,
and no other systems are permitted on those frequencies. This
restrictive allocation approach prohibits non-assigned users from
accessing entire blocks of spectrum assigned to the legacy radio,
regardless of the utilization factor by the assigned user.
Policy-based radios (PBRs) with DSA functionality allow for improved
efficiency of available spectrum utilization. The use of DSA-enabled
systems will permit multiple devices to operate in the same slice of
spectrum with minimal interference with each other.
IEEE P1900.5 Working Group on Standard Policy Language Requirements and
System Architectures for Dynamic Spectrum Access Systems is currently
looking for new membership. The working group is developing
requirements for an ontology to be able to support manufacturers'
efforts to design a DSA system, as well as requirements for a system
architecture to allow for standardized implementation of the DSA
functionality.
