the project management is for any size, and will help us track the activities and allocate resources of any project to match the goal and within time and budget etc
what you suggest below seems perfectly in line with project management, in fact possibly moving the phased approach to a more scrum like PM, fine with me
a) the problematic situation, b) the underlying problem generation system, c) an intervention strategy (preferably alternative ones) and d) the usage concept for a future intervention system.
