Hi Jim,

For those of us who have been occupied elsewhere, could you
refresh our memories as to what the current scope and purpose,
or just the ultimate practical objectives, in plain words, are?

PS. I'm assuming that COI means
    "committee of interest"? --
    not "conflict of interest"?
