I agree with Philippe that an ontology can
never be complete.  It is possible however
to complete the specification of a framework
for representing and managing ontologies.

For the MSO, the most important question is
how close to completion is the specification
of the framework and the methodology for
aligning, merging, and maintaining ontologies.
