Extension

Matthew:  I said one of the starter 'documents' is 80% complete but we had no consensus which document to advance.  The committee understands it can sometimes take years to develop consensus, even after the document is essentially completed.  Next time, we will need to show progress in get another extension.  But also, if we don't get an extension, we could submit a new PAR.  In reality, the  deadlines are a way of cleaning house and putting pressure on groups to wrap things up.  There is a limit to how many extensions you can ask for, but worst case, we drop back into some form of ad hoc group until we can see the light at the end of the tunnel, then submit a new PAR.  But for now, a 2-year extension is almost routine.  I'm told is should be easily approved.
