"... so there should be no reason to extend it" is not quite the same as a definite time that voting will end.  The period for voting should not be extended except for  technical reasons that prevent one from voting during the last week.  If the server is down in any of the first three weeks one is not prevented from voting - only delayed. 

Any communication from the chair to members about voting should be copied to the SUO list.  It is OK to address the email to voters either as individuals or to a group of individuals (e.g. those who have not responded) just copy the SUO list.  As you know, the chair may not take any position or communicate with the WG on the merits of a motion.

        How's this, I'll set the voting period for this next ballot at 4 weeks, so there should be no reason to extend it.   But  for all those who don't acknowledge within a week, I do plan to remind them.  I'll make sure I remind all of them, to keep it fair.

Setting a definite time period for a vote is long established practice and should only be extended for technical reasons that affect the voters ability to cast their vote -  not to allow additional time to secure a majority of eligible voters.

        With these new voting rules, it is all the more important all
