JIm,

    If your upper ontology consisted of a set of classes, relations,
functions and instance, without any rigid rules on how it
must be used, I would think that conformance would consist in
3 criteria:
    (1) every class in your domain ontology is a subclass of some class
in the upper ontology.  If something is linked directly
to the top node ("ENTITY"), there should be a stated reason why
the existing higher-level nodes are not adequate.
    (2) there are no logical contradictions in the merger of
your domain ontology and the upper ontology
    (3) there are no exact duplicate classes, relations,
or instances with different names.

    criterion (2) might be hard or even computationally too
hard to prove, but it is the most important criterion
in my estimate.

   Criterion (3) allows some provision for synonyms, but they should
always point to a single class or relation or instance.  If
new relations are proposed, it should be shown that they
are not merely restrictions on existing relations, which can
be specified without potentially confusing proliferation of
class names.

    I don't think a test suite would be required to prove
such conformance.  This is a different sort of standard,
with different objectives, than most standards.

    But a test suite would be a great thing to have to evaluate
different possible ways to construct an ontology.
