I think the situation is governed by pragmatic reality.
Let me ask some questions.
1. Given that the work we do is in the public domain, how
would you propose to stop certain organisations from
using it? (This applies as much to Al Quaeda as
the US Military).
2. Given that all (or at least most) effort here is
voluntary, if an organisation wanted to use an SUO
deliverable, and an individual did not want to provide
help in doing so, how could you force them to?
3. Equally, how could you prevent an individual from
working with some other organisation or project?
4. If someone identified a flaw in our work, why would
it make sense to ignore that because of who that person
worked for?
In standards organisations I have occassionally not
contributed to particular standards or external projects.
That choice has always been respected.
In my case the decision has always been because I considered
the project technically flawed, and so a waste of time. But
then Al Quaeda haven't asked me for help yet.
