well, yes, that is what I was thinking the SUO public-face
reaction was. Thanks for corroborating.
I'll refrain from any all too easy comments on your "real-world
practicality".

When I've worked in the States I have also been on DoD contracts;
but only ones that had full clearance of everything, no
restrictions on publication, no restriction on access of
results, no determination of content or of approach/direction,
and all of the other things mentioned in Stefano
Borgo's mail. These issues do not yet appear to have been
settled satisfactorily in the "discussion" so far.
