John,
From the private emails sent to me following my own message on
the subject, their tone and content would suggest that Stefano's
proposal is taken seriously, that the quiet on the SUO list may
be in part due to people not knowing what exactly to do next. The
issue has been repeatedly raised.
I understand Matthew West's thoughts on the distinction between the
creation and use of SUO, but one must also note that not everyone
has neutral feelings about the presence of a secretive US military
project in what is ostensibly an open and international project.
It's not that there's something wrong with such involvement in and
of itself, but this new knowledge may be a deciding factor in the
reconstitution of this group's participants. I don't think it is
reasonable to interpret the quiet on the list as nobody caring about
the issue. Quite the contrary. Almost everyone who has contacted me
(particularly non-US members) is contemplating halting any further
participation in the SUO activity. I would say that indicates people
do take this seriously.
