Why should voting rights be any different as a result of this? 

This has always been the correct way to count votes in the SUO because 
it is a requirement of the NY State Not-or-Profit Law.  It was affirmed 
by the IEEE-SA Board of Governors in a unanimous ruling in November 2001 
(affirming the IEEE legal counsel's opinion on this subject) and was 
reaffirmed by the IEEE By-Laws in November 2003.  This rule was in 
effect when the SUMO motion was voted on and failed in the summer of 
2001 and again when the SUMO was voted on  and failed in the summer of 
2003. 

Also, why cancel the MSO vote?  It seemed to me the IEEE communication 
was clear about how votes are counted, what other education do you think 
is necessary?
