I believe that Philippe has built tools that can
help us accomplish what you're asking for:

MSO is Philippe's best guess about how the various
proposed top levels can be related, and WebKB is
a set of tools that document and display the results
of what Philippe (or anyone else who uses WebKB)
has decided.

Note the following paragraph from Philippe's email:

What he has done with MSO and WebKB is to take an
essential first step:  put all these ontologies
in the same system with documented links that show
how the categories of one are related to the
categories of the others.

Philippe is not claiming that his links should be
accepted as definitive, and he is asking the people
who developed each ontology to check his links to
their ontology and critique them.

MSO and WebKB can't solve all our problems by
themselves, but they can help us solve them if we
are willing to do some work.  Even more important
than the current set of tools is Philippe's
willingness to revise and extend them along the
lines that the SUO Working Group recommends.
