Wish I knew.  When I was at IBM, I used the copy at the
research library in Yorktown.  But it has probably been
discarded as "out of date".

In any case, if you want to learn more about NLP, there
are lots of good modern books.  I was just agreeing
with John Bateman that many people who haven't studied
what has been done are just reinventing the wheel.

If you are looking for an overview, you might consider
the following book:

    Machine Translation: an Introductory Guide

This is a free version of an out-of-print book that
was published in 1994.  More work has been done since
then, but this is a useful overview of many topics
and issues.  It would provide background for reading
more recent research papers.
