Jim Schoening has introduced an interesting Topic,
concerning the "Motion Of Topics" (MOT, a Topic to
the careful examination of which I hope to find the
opportunity of devoting some free time in the future.

Toward a more coherent organization of Topics,
I will collate here under a collective change
of topical coordinates the following sequence
of exchanges that began off-list and occurred
off-topic in so far as their ostensible Topic:

In particular:

JA: Here is a perfect example of what I was just talking about.
    Someone who is not paying attention to an ongoing discussion
    between several other members of the list, enough to know what
    is even being talked about, and with no attempt to enter the
    discussion in order to find out what is being talked about,
    arrogates to himself the power and the privilege of trying
    to break up the discussion and direct it to another location.
    Scratch what I said about freedom of assembly till the end of
    the year.

JA: The questions are:

JA: 1.  Why does he think he has the right to do that?

JA: 2.  Why do we continue to tolerate him doing that?

JA: These are not rhetorical questions.
    A failure to address them is one
    of the reasons that this Group
    is going in circles.

In substance:

JS: The Chair believes this line of postings originated from
    Matthew West's project on developing a methodology for
    advancing standards documents.  

JS: If not, would the member please explain its
    relationship to the work of this group.  

JS: If so, that project and other policy-related topics has been moved
    to the SUO-Policies list, an open forum, and the member is directed
    to cease posting this line of messages to this list, but is welcomed
    to post them to the SUO-Policies list and occasionally post summaries
    back to this list.

JA: This Member of the SUO Group is currently operating
    under contract with the Chair to limit his postings
    to the Main SUO list to ten (10) per diem for the
    period of 2 Dec 2003 to 31 Dec 2003, under the
    condition that there be no other restrictions
    imposed on these postings.

    provisional distribution and schedule of work for his employment of the
    agreed upon posting permits, hereafter known as "tickets" or "tokens":

JA: One  (1) token  per diem.  Admin, Amity, Incidental,
                               Miscellaneous, Procedural Topics.

JA: Nine (9) tokens per diem.  Standard Upper Ontology
                               Scope And Purpose Related Topics.

JA: In view of the fact that I have now used two (2) tokens today
    on your Admin Issues, I will not be able to discuss this matter
    further until Friday, 12 Dec 2003.

JA: If you do find a way to make this matter relevant to the SUO PAR,
    I will consider discussing it, subject to the agreed limitations,
    under the appropriate Substantive heading.

That should bring everybody up to date in the new coordinate frame.
