MW: No power or responsibility has been delegated. Only work in
developing drafts.

MW: It is perfectly normal for subgroups to develop drafts. It is
innefficient for everyone to try to do everything. The evidence
is we are already swamped.

MW: The authority for approval lies with the main group, and
the subgroup is open to those who wish to contribute (not many
judging from my correspondence).
