SUO WG,

        The SUO Policies and Procedure (P&P) Subgroup has addressed the
problem of voting members  who are not voting and can't be reached.  We
developed the following policy, reached full consensus on it and would
like to open it to the fully group for discussion.  It reads:

        "SUO WG voting members who do not acknowledge or cast a vote in 2
successive ballots shall be removed from the list of voting members. 
They will be informed of this action, provided they can be reached.  Such
individuals may immediately regain voting rights by making a request of
the Chair." 

        Background:  We felt no desire to deny voting rights to any
member who wants them, but we felt the need to remove non-active members.
 In most cases, they have dropped out and don't want voting rights.  If
they do want them, at any time in the future, they can get them back
immediately just by asking.  We considered making them wait a period of
time, but we felt there could be very valid excuses for missing two votes
and we didn't want to have to remove voting rights against the will of
the member.  

        Please provide any comments or suggested edits.
