Jim,

I strongly support the merger of Matthew West's policy project
with the SUO Policies & Procedures Subgroup.  To make such a
move effective, it should have the following conditions:

  1. A separate archive similar to the SUO archive so that Jon
     could adopt his method of setting up headers, if he likes.

  2. Weekly summaries of issues raised, decisions made, and
     progress toward the goals.

  3. Occasional postings of critical issues that should be
     brought to the attention of the whole group.

I believe that this policy should satisfy those members who
have objected to the frequent posting of empty headers to
the main SUO list.

I don't believe that there should be any objections to this
policy, but if there are, then I believe we should have
a vote on it.
