Formal Issue Statement 1
It is a Defect of the current SUO Group policies and procedures
to delegate determinations of SUO Group policies and procedures
to the members of a private committee, who conduct proceedings
outside the continuous quality control, the declared function,
the established jurisdiction, and the public purview of the
Main SUO Discussion Group.
To correct this Defect I propose that that authority
of the so-called "Policies and Procedures Subgroup"
to conduct such determinations be nullified at once,
that the record and transcript of all previous such
proceedings be published to the SUO Group membership,
and that all future proceedings that are charged with
the consideration of SUO Group policies and procedures
be returned the Committee of the Whole of the SUO Group.
I hereby introduce this proposal for the consideration of
the Procedure Project Work Programme already in session on
the Main SUO List.
