To: SUO Working Group, Procedure Project Leader, Chair,

After an interval of due reflection and considered judgment,
I think that it would be a good idea to propose the following
measure for the extended reflections of the SUO Working Group,
most appropriately falling under the purview of the Procedure
Activity already in open session.

Namely:  That the SUO Group draft a form to be used for the submission
of a Formal Complaint, in this instance, of the type of complaint that
one member may choose to raise against another.  The provision of such
a formal template, and the formal considerations duly pursuant thereon,
would address a notable Defect in our current Policies, Processes, and
Procedures, namely, the liability to misinterpret an ordinary criticism,
such as members of the Working Group are normally called upon by their
duties to make of each other's contributions, with a more direct charge
of ill-considered conduct, such as may demand a distinct order of Action,
above and beyond that of the usual vicissitudes of more or less reasoned
and more or less enthusiastic discussion.

Less formally expressed, such a Formal Measure would encourage the members
to avail themselves of the benefits of due reflection, in hopes thereby to
avoid the too hasty "heat of the moment" brand of action that has made our
history so colorful, if none the more productive of useful results so far.

In addition, a more regular Formal Process for the instantiation
and resolution of Formal Complaints, would serve to remove undue
burdens from the responsibilities of the Chair, who draws upon
limited resources of time, effort, and attention for the sake
of interpreting members' statements as to whether they deserve
treatment as Ordinary Criticisms or as Extraordinary Complaints.
The resulting loss of productivity on all sides toward the goals
of the SUO Working Group I believe are evident to all observers.

Just in case there is any remaining doubt, I hereby introduce
the substance of my above suggestions as a Formal Motion, and
I request the Chair and the Procedure Project Leader to assist
me in formulating this Motion in the appropriate form.
