Jon, Matthew, and Jay,

Jay's point about the danger of the subjunctive applies
very well to the voluminous correspondence between Jon and
Matthew in our mailboxes this morning.

The SUO group has survived for three years without rules for
dealing with the imagined abuses, but this debate about them
is getting as bad as any abuse that might actually occur.

Suggestion:

  1. Somebody (perhaps Matthew, Jon, or an offline coalition
     of the two) should propose some broad, general, and not
     very detailed procedural guidelines.

  2. When they are happy with the results (which should be
     boiled down to no more than one or two pages of guidelines),
     they should propose them to the rest of the group as a
     formal motion.

  3. Then we can have a round of discussion and revisions
     before an actual vote.

  4. If problems occur that are not covered by the guidelines,
     then we can take the time-honored method of deailing with
     the inevitable leaks that arise in any system of laws,
     rules, guidelines, or plumbing:  fix them.
