One thing that has worked in a group I've been in was what we adopted
in the TopicMaps.Org group. Basically, we operated in strawman mode,
were you could sit out a vote if you liked, but everyone was expected
to vote +1 or -1 on any motion. It wasn't formal, and there was even
some attempts at proxies but they didn't work (i.e., somebody voting
+2). The trick was that if anybody thought things weren't being
handled properly, they could call for Robert's Rules to be followed,
and this was then used to resolve the problem. For non-contentious
issues, the informal voting worked fine. As I said, this kind of
thing is fairly common nowadays in open source groups, and it might
work fine here, basically a two-level process.
