I vote "yes" to both questions.
I have worked with a number of projects based on "work packages" or "work
programmes" and I am convinced that this kind of projects evolve more
efficiently. Particularly, when the global goal of the project is very
ambitious more managable subgoals are possible.
The initial material (ISO/FDIS 15926-2) is very well designed to support
the evolution of information along the life-cycle of things from an engineering
perspective. I found the examples in the following document particularly
illustrative:
