Dear Matthew, 

One significant change maybe. I suggest the motion be split into two,
separating points 1. and 2.(+3.?) of the work programme. 

1. is a project in itself which would affect any other project. 

2. is another project. 
 
3. is useful clarification of your intends. This has broad implication and
seems that it should actually be aprt of the guidelines for developing the
document. OTOH, the Sowa motion was not exclusive of developing starter which
would not be integrated. (This is our current paradox and one of the reasons
why I requested clarification.) One of the question this raises for the
development process is whether what 3 proposes should be a compulsory or
optional part of this process, or if you want, there ought to be one basic
guideline and an extended guideline for integration. The main problem I see is
that the integration ought to be collaborative (among different groups) and
that it might not be possible to carry out within a single group.
