The same issue of that journal has another paper which
addresses how competition and cooperation can be
modeled. The paper is "Sentiment and social mitosis:
Implications of Heider's Balance Theory" by Zhigang Wang
and Warren Thorngate. Its posted at

A process improvement ontology should include axioms
for modeling how people cluster into cooperating groups
that compete with each other. "Heider's Balance Theory"
apparently addresses that kind of model requirement.
Part of intelligent behavior is knowing when to compete
and when to cooperate.
And of course, game theory concepts and axioms should
be part of the algorithm's initial ontology.
