SUO: request for clarification: did the SUMO motion pass or not?




I don't seem to have seen a final resolution to this.  We seem to have two interpretations of the vote:

31 votes in favor out of 53 votes cast => motion passed (chair's interpretation)
31 votes in favor out of 71 members deemed to be "present" => motion failed (Robert Spillers' interpretation)

By my understanding of the chair's stated rules for the vote (i.e., that more than half of the eligible voters must be "present" and that *of those voting* more than half must vote in favor) motion #1 was, in fact, passed.  However, several recent messages have implied that motion #1 failed, as the number voting in favor did not exceed half the number deemed to be "present".

Since there is continuing discussion of the status of the SUMO within the SUO activity I request a clarification of this from the chair.
