Can you ask the Chair of the next higher body how a member should indicate they neither wish to support nor oppose a motion?  Is it simply that in this case, the member should not vote?  Presumably, if the member does not vote, then you merely count the Yes and No votes, right?

So if all those people who desire to neither support nor oppose a motion do not vote (and no one reponds with Abstain), then the motion will pass if Yes > No.

Can you get an answer to this question right away?  If we can't get an acceptable way to neither support nor oppose (what would be called "abstain" elsewhere), then I'd like to start the appeals process *before* the vote.  The appeal would be based upon your actions above.
