SUO: Listserver Problems?

Can somebody help me interpret these time stamps?
They appear to say that a message I sent out on Wed, 16 Apr 2003 12:24:14 -0400
was received by a ruebert entity at ieee.org on Wed, 16 Apr 2003 12:24:22 -0400,
but not relayed from there till 6 days later on Tue, 22 Apr 2003 10:19:47 -0400.
Is this the right way to read these things? Thanks, Jon Awbrey.
