SUO: Listserver Obstructing Discussion

Jim,

I do not see how it will be possible to conduct the sorts of
discussion periods that will be necessary in the run-ups to
one or more votes while the SUO listserver continues to
behave in its current hit-or-miss fashion.  I move
that the votes be delayed until these problems
are fixed.
