That isn't how Robert's works. There are two votes: Yes and No. There is a non-vote response known as Abstain. A simple motion is approved by if Yes-votes > No-votes. Abstains don't count in the tally for determining the outcome of the vote.
Besides, Robert's 46 concerns nominations and elections and has nothing to do with voting. I don't know what you are referring to in Robert's. Can you cite the wording from Robert's?
