The committee chair has the responsibility of explaining the nature of committee (the chair has done this already), which is "work for hire". The statement in the IEEE-SA manual describes the nature of the committee work ("work for hire"), not just the chair's participation. In other words, if you participate in the committee discussion, your participation is considered "work for hire", e.g., there is no need to get permission for each E-mail discussion, etc., that is incorporated into the IEEE standard. You can choose not to participate if you don't want to. Substantial contributions (e.g., the SUMO and IFF documents) typically require signing the copyright statement (not always required, but better to be safe).
