This is an open list. If anyone doesn't wish to receive notes from a
particular person they can filter those messages and also filter threads. If
many people participate in a topic it obviously is on target for the
audience. It is fine to suggest that another list might be more appropriate
for a particular topic, but that should be the limit - if not, the SUO
can't claim to be an open list.
I think most participants can tell if they are interested in a note by the
subject and he author without actually opening the note. If not, one really
doesn't need to read more than a sentence at most two to know if they are
interested.
