I think that any modern database connected to a web server with sufficent
bandwidth would be adequate. What's would be needed is that someone
connected to a stable environment (such as a university) would step forward
and donate the resource and their time to set this thing up.
But untill then, we could just concentrate on getting the right data. Me
thinks text files, and image files would be adequate for those purposes. If
we have a stable namespace, then we could start issueing URLs to the image
files.
