SUO: Chair is not delaying appeal

JS: I'm not delaying anything. Upon receiving your latest appeal, I
promptly sought advice from IEEE, have bugged them for a reply, will repond
promptly upon their guidance. If I decided one way or the other on my own,
I'm sure it would be appealed anyway, so I'd prefer to get clear IEEE
guidance and hopefully settle this matter. This is not delaying, but will
hopefully settle this more quickly. The IFF vote was not a factor in any of
these actions.
