Further to my previous comments on the subject and after having done a little bit more investigation, I believe that "metre" is the SI unit and not "meter" (contrary to the apparent content of the NIST site).  Both the ISO guide on standards writing and an American handbook on engineering use "metre".  I welcome the authoritative opinion of anyone who has read the appropriate ISO standard.  Anyway, my previous conclusion still stands (probably further reinforced by this issue of spelling):  the SUO should reflect the constructs of the standard for SI with the meaning of and in the rigour to which the standard is written, while the vagaries and complexities of natural language should be another perspective on all of this.  We should be careful not to inextricably and implicitly merge the two perspectives together.
