I think that would be very helpful for everybody, including most of
all the developers themselves. I know that every time I document
a program, a solution to a mathematical problem, or an axiomatization
of some KR topic, I always see many issues in a clearer light.
As a result, I go back and revise the program, find a shorter
solution, or a simpler set of axioms. I regard the documentation
as an essential part of the development process -- not a burden
to be left to the very end to be done by some technical writer.
