Ed Hovy indicates that you are interested in obtaining the Cyc Upper
Ontology. We invite you to do so, and use it in your work. Moreover, if

we have announced a major release for July 1, including a large public
release (i.e., an ontology many times larger than the current public
release, plus the inference engine and the development tool suite, all for
public use which, as is explained below, is almost but not quite the same
thing as "public domain."
You can download the Cyc Upper Ontology from our website, www.cyc.com

simple assertions about the terms, such as taxonomic links. Included in
here are the additions made by Ed Hovy a few years ago (aligning the Penman
ontology, which necessitated adding some terms) under a contract which Ed
performed for IBM. Depending on the terms of that contract, Ed may (or may
not) be able to send you the mappings between Penman terms and Cyc terms.
The restrictions on the use of our ontology are few; you can use it
royalty-free, even for commercial use, but must preserve our copyright
notice and acknowledge us in publications etc. For details please see
