SUO: Process for Progress

Regarding our efforts to resolve the Scope and Purpose comments, we are
making reasonably good progress, but we're also facing an increasing number
of issues. Here are some constraints, rules, and strategies for how we can
complete this effort in the next couple weeks.
1. Many of these comments are interdependent, so we should hold off on
trying to draw conclusions until we have addressed all the comments. I will
attempt to post the balance of the comments this week. I had tried to wrap
up Comment #1 (estimated number of terms), but it is clear that other topics
will impact this estimate, or whether we want to make an estimate at all.
2. One way to reach consensus is to be more vague. For example, we could
decide to not provide a size estimate. Or, we could not state what type of
upper ontology (abstract, generic, meta, ubiquitous, etc.) this will be.
3. IEEE suggests that the Scope be no more than 5 lines, so we don't need to
go into much detail.
4. It might seem like we're spending a lot of time on just 5 lines of text,
but the real benefit is that we are coming closer together on what it is we
are attempting to develop.
5. The Scope is more important than the Purpose, so let's focus on it.
6. We need to keep in mind that the Scope and Purpose can always be changed
if the groups changes course.
