I think I agree with you. I was alluding more to a shift in
emphasis over time from methods, process, syntax, language features to
discussion about content. I'm sure that as we dig into actual
representations, that will from time to time spawn additional discussion
about language features, or the ontology development process.

I think that all the topics will require multiple levels of
iteration.
Some discussion of methodology is useful at the beginning, but it
will
probably be refined and revised as we go along.
