David Whitten asks an important issue:

As the current Chair of this IEEE Study Group, I assure you this
will be an open process. To maintain its ANSI accreditation, IEEE standards
groups must be open. Participants are free to discuss thing in privite, but
the group decisions must be made in the open.
I expect to post the next strawman "Scope and Purpose" over the
weekend, so we can see if we are approaching consensus on what it is we want
to develop.
In the mean time, content discussions should continue.
